On September 26, 2016 Azerbaijan held a hastily called, and controversial, referendum. The Parliamentary Assembly of the Council of Europe (PACE), the Committee of Regions of the European Union, the notorious “European Academy for Election Observation” and a series of European politicians have issued overwhelmingly positive assessment of the referendum.  EPDE is alarmed at the irresponsible behavior of the “international observers”, who damage the institution of election observation, which should be based on well-established and transparent methodology, and be fair, objective and impartial. Therefore, EPDE prepared and disseminated a number of Letters of Concern to the heads of European and international institutions, heads of the Parliamentrary factions and Parliament speakers asking them to conduct an independent investigation on this matter.
